Yes, just like the sign says, it's marijuana.  It's now legal to possess up to 2 oz.  We can attest that many individuals - both tourist & locals - were enjoying a joint (or two) based on the pungent burning odor we smelled in many parts of the island.

This herb garden was located near our put-in spot for the bamboo rafting.

Each individual who pilots on the Marta Brea makes his own bamboo raft.  He hopes for one or two trips down the river with guests each day.  There is a rotation in process that ensures everyone gets a turn.  In addition to making their own rafts, each pilot also makes handicrafts - usually goard carvings - which can be purchased at the end of the float.
